USB Root Hub Transfer Failures???

Has anybody had this error? How do u fix it? I have tried reinstalling the three times and have yet to have any success. My usb ports are built into the mobo and I did't have any problems prior. The other USB system device (VIA 3038 PCI to USB Universal Host Controller) seems to be operating correctly since my Win98 device manager says so. Im running a PII 233MMX on a generic (I think) mobo. Win98SE. Thanks!
