USB root hub conflict

Bear with me on this!

I started with a Fuji camera plugged into one of my USB ports. The port worked fine, the software for the camera was flaky. Then I hooked up a Dazzle Video creator to the other USB port. Both ports worked fine. I received a USB scanner for XMas, needed more USB ports. I purchased and installed a Belkin 4 port powered hub, hooked the scanner and the hub into the two USB ports in the back of the computer. The camera worked fine through the hub. I purchased a Logitech cordless Ps2/USB Trackman Wheel tried to connect through the hub only to find that the hub was non-functional.

The light on the hub that indicates the power on does not light and I have a conflict message in Device Manager at the USB Root Hub. When I reboot the computer, the lights on the hub all flash, the scanner light comes on but then the hub still does not work. I have not tried the scanner since this has happened.

I tried to update the driver using the Win98SE CD (I do not have the original Win98 upgrade CD any longer)but get a message that indicates
"The NTKERN.VXD device loader(s) for this device could not load the device driver. (Code2)
To fix this, click update driver to update the device driver. When I try this approach I will sometimes get BSOD and most times can "update" the driver from the CD but do not fix the problem.

I tried removing the Root Hub from Device manager and then re-installing it to the same end result. I even disconnected all USB devices from the connectors and then removing the Root Hub to re-install with no luck

I tried to disable any and all devices that were sharing the VIA PCI to USB IRQ but the PCI to USB universal host is not conflicted, only the root hub attached to it.

I have tried to designate IRQ's through the BIOS but only able to designate PCI or ISA

Any Suggestions??

Celeron566 (OCup to805)
MSI 6309 (running the latest VIA 4in1, USB filter)
128 meg RAM PC100
Win98 original upgrade (not SE)

Did you try installing the Via 4in1 drivers again? That should be where the usb drivers come from for the via chipset.
On another note: I have a ton of USB devices here and there. My suggestion is to not plug the keyboard and mouse into the hub. Try to plug them into the motherboard headers themselves. Plug everything else into the hubs. It'll help isolate things if you scanner should lockup or become contrary. When something locks up, I can usually still haev a functioning keyboard and mouse so I can at least reboot without having to hit reset. But Mileage will vary. Just something I noted.

I have installed the VIA 4in1 drivers two times since this happened. I have also installed the USB filter twice. One after the other both times.

It only seems to take milliseconds to perform the 4in1 drivers and even less time to install the USB filter. Could it be that the files are corrupted and not installing correctly? I think I will try the MSI CD to install the 4in1 instead of the downloaded files from VIA.

My next thought is to uninstall the 4in1 and USB filter and re-install the Windows98 USB drivers.

Any thoughts??

Silly question: Is USB enabled in teh BIOS and is the BIOS assigning it an IRQ like it is supposed to? Or have you manually changed the IRQ to something it doesn't like?
