USB root hub conflict

Bear with me on this!

I started with a Fuji camera plugged into one of my USB ports. The port worked fine, the software for the camera was flaky. Then I hooked up a Dazzle Video creator to the other USB port. Both ports worked fine. I received a USB scanner for XMas, needed more USB ports. I purchased and installed a Belkin 4 port powered hub, hooked the scanner and the hub into the two USB ports in the back of the computer. The camera worked fine through the hub. I purchased a Logitech cordless Ps2/USB Trackman Wheel tried to connect through the hub only to find that the hub was non-functional.

The light on the hub that indicates the power on does not light and I have a conflict message in Device Manager at the USB Root Hub. When I reboot the computer, the lights on the hub all flash, the scanner light comes on but then the hub still does not work. I have not tried the scanner since this has happened.

I tried to update the driver but get a message that indicates
"The NTKERN.VXD device loader(s) for this device could not load the device driver. (Code2)
To fix this, click update driver to update the device driver.

I tried removing the Root Hub from Device manager and then re-installing it to the same end result. I even disconnected all USB devices from the connectors and then removing the Root Hub to re-install with no luck

Any Suggestions??

looked for that and not available in my BIOS; only able to make PCI or ISA reservations.

Cel566 (805Mhz)
128 RAM
20 gig and 15 gig HD
