USB Problem - I think it's video

I gave my sister a Gigabyte 7IXE4 (first gen socket A) board and she has a SIS vid card on it that is not getting an IRQ...

There is no setting in the bios to assign an IRQ to VGA.
Whenever I plug in a USB device, it bluescreens...

I disabled USB on the mobo, and put in one of those PCI addon USB cards, it also caused bluescreens (I disabled onboard usb in the bios)

Any ideas?
All other cards were removed from the computer when testing, fresh install of Win98SE...
