USB ports work in BIOS, die on Vista X64 boot

I was able to boot vista x64 from the previous hard drive but I'm running into something weird. My USB keyboard (cheap recent lenovo) and USB mouse (kensington) not operational in vista (ie, the light on the keyboard doesn't light up and I can't type). (I know the USB ports work because I upgraded the BIOS via a USB card reader). It's weird, because I'm able to use my USB keyboard when I'm navigating the BIOS.

Here are the components:

MOBO: ASUS P5K-E
CPU: Intel Q9450
RAM: G.Skills DDR2 1000 (2x 2Gb)
GPU: eVGA 8800GTS 320Mb
PSU: Seasonic S12 650W
HD #1: WD160YS-01S SATA II
HD #2: WD320KS-00P SATA II
Case: Silverstone Temjin TJ07 case
OS: Vista Ultimate 64-bit

The modern bios has built-in drivers for usb keyb/mouse. That's why you can use them outside windows. Don't know about your bios, but mine has 2 settings that can be set to BIOS/OS. Try toggling between them if available. There's another setting for Plug-n-Play OS. Turn that on.
