USB Port Problem

I'm helping someone with a Dell OptiPlex GX100 computer. For some reason, I can't get USB devices to plug into the two USB ports all the way. This is the case for two different USB devices and for both USB ports on the computer. Any ideas why?
 
Sounds like a mechanical problem. USB plugs only go in one way, and they are snug. But they do go in the full almost half-inch. If not, then something is in the way, and it requires close inspection to determine what it is. Will a plain USB cable go in?
