usb port dead??

im not sure what happen. but this had happen before and the only way i know how to fix this is to reinstall my OS. im not sure if anyone was on my computer or not but my scanner and quickcam cant be detected on my computer anymore. i was able to use this about a week ago but now its dead. my printer seems to work fine but my scanner and quickcam are dead. there was recently a big storm in here that caused the computer to restart by itself, but i dont know if this is the problem or not, im using a surge protector.

-i tried switching the usb ports but still no detetction.
-tried to reinstall scanner drivers but wouldnt let me because its not detected.
-tried to scan from program, still gave me a warning that it was unplug or unconnected.
- i made sure the connection were tight and still no detection.

i have a canoscan 656U on windows xp.
is there anyway i can fix this to be able to boot the scanner backup? i dont really want to reinstall because it is a pain in the butt.
usually the scanner will make the scanning noise upon windows booting up but now its no noise, like its dead.

please help. many thanks.
 
thanks for the response. i have did what both of u have saided and usb was enabled in the bios. i uninstalled the the usb ports and restarted and it detected the scanner! but then after i shut down my computer and turn it on the next day, it is not detected no more. i dont want to keep uninstalling/re-installing the usb ports just to get the scanner to work for that time being until the computer shuts down. any other solutions? many thanks
