USB Polling rate problem in XP (all devices locked at 125hz no matter what)

I'm having a problem with overclocking my USB polling rate. It's locked at 125 hz no matter what for all my USB devices. My mouse is verified to be locked with Mouse rate checker:

In the past I've had my gamepad and mouse at 1000 hz, but now they're stuck at 125. What could cause the usb polling rate to become locked, and how can I fix it?


A little backstory to explain:

I have a microsoft / razer habu which was clocking in at over 1000 hz, spazzing out in the mouserate program going up to 2k and sometimes higher. The HIDUSBF program used for overclocking usb polling rate had no effect on the readouts, with enforcing lower values such as 125 hz actually sending the mouserate result skyrocketing into 4k, and when set to 1000 hz being around 1700. It made no logical sense whatsoever and in addition to this the razer habu control panel itself refused to open. I decided to reinstall the habu drivers from razer, this is where the problems started. The razer control panel refused to change the mouserate, it was still reading ridiculous values. Then randomly it started being locked at 125hz. Nothing in the razer control panel would change the polling rate and uninstalling the driver fixed nothing. Now every usb device is locked at 125hz.
