usb pci card question

I have an older computer P166 I think, which does not have any type of usb. Would I be able to plug a usb-pci card into a pci slot on this machine and get usb? I don't expect to get usb 2 speeds or anything like that. I just want to have the ability to move large files onto that computer via a usb flash drive or back it up via a usb external hard drive. Also, the machine is running Win ME.
