USB Not Installing Right (FIXED)

Wasnt 100% sure where to place this topic, as i'm not sure if its hardware or software at the moment, but i'm leaning toward SOMETHING software since ive replaced parts already and am still at square 1, anyway heres the rundown...

I'm working on a Toshiba Tecra S1 laptop, and the usb just wont work right, i continually get a exclaimation point by Universal Serial Bus Controller, and the ports will power a pen drive, but wont allow it install, wont even give indication of a drive being plugged in, but the light on the drive will flash. when i click update driver, or if i uninstall the driver and allow it to redetect, i get the wizard, it WILL NOT install it, it cant find it for some reason, its an intel chipset and the set is in the options to manually install it, some parts get installed, i can see it under Universal Serial Bus Controllers, there are several entries installed, except the ONE that resides under the questionmark category, and yet, NONE of the ports will work on the machine. At first i thought it was software, but after trying a few things, even downloading the package for the chipset/board and installing that with no dice, i figured it has to be hardware, and replaced the motherboard of the machine. Still got no response from the usb ports, the unit has a hub daughter board connected to the mainboard with a small ribbon cable, but i didnt think that could be it, since it really is nothing but a hub inside the laptop. I replaced it anyway, just to rule it out, and of course, came up with the same results. If anyone has any ideas, and needs more information, i can get them anything they might need tomorrow, exact chipset name/model, exact system specs, etc etc, i just dont have the laptop here at home

any suggestions would be great, because this one has me stumped, and i HONESTLY dont get stumped that often, lol

Well, i finally got tired of messing with it, loading new drivers didnt help, nothing worked, it must have been a corrupt part of the OS somewhere, i reloaded the system using her restore CD's, and its working great now. Thanks for the suggestion, i appreciate the replies, this problem is fixed
