Usb mouse not recognized when starting at faster speeds! Anyone help?

I have a weird problem, when i boot up at stock or under (1.33ghz-t-bird) my explorer is fine but when i boot up at 1.43 or higher its not recognized(if i unplug and re plug it in everything is fine), im thinking that the faster speeds somehow make windows miss the usb mouse when booting up. Ive heard of a via usb filter driver, is that what i need?
And isnt it included in the 4 in 1 drivers i have installed? Or maybe there is a way to disable some thing to make it boot slower and recognize the mouse?
Any help would be appreciated!
Also could it be a power supply problem cause im getting a enermax 451p-ve to replace me 300 watt addtronics, doesnt sound like a power supply problem but maybe?
Anyone have some idea of where to start!
 
I'm guessing to boot up at faster speeds you raise your fsb. Lots of motherboards get flaky usb controllers at high fsb speeds.
 
Its not the fsb cause i use the fsb the same at lower speeds and have 0 problems.
Anyone else have a idea.
Is the via usb filter driver spose to help this sort of thing!
