USB Mouse & Keyboard Lag Issue

I need some advice with a problem going on. My computer's mouse & keyboard have been very unresponsive when I boot up my computer. For instance when I move my mouse, the cursor will do nothing only to jump across the screen 5 seconds later. With the keyboard buttons are slow to respond. Sometimes, however, everything works fine. But this is usually short lived.

When I'm in the BIOS however, I have no problems with the keyboard. Installing windows, or booting to the windows disk, there are the same mouse/keyboard lag issues. I thought at first this was a power issue. I was using an old AntecTruePower350W. But the problem still existed with my new CorsairHX650W psu. (i know its overkill for my system, but it shouldn't be after a few upgrades I have planned)

Anyway I ran memtest and my RAM appeared to be EDIT: not defective. So I'm wondering if its a motherboard issue or a hard drive one (which is ancient).

Intel i3 530
OCZ Gold 4g DD3 1600
ATi Radeon x1950 pro
Western Digital Cavier 160gb, 5400 rpm IDE hdd
MSi PD55 CD53 motherboard
CorsairHX650 psu

Can you clarify the memtest results? You are saying the ram appears to be defective, but no mention of replacing or RMAing it. If the memory is defective it sounds like it could explain the problem. Just for devil's advocate though, are you using a specialized mouse that has it's own drivers that may be out of date?

Another thing that comes to mind is if you installed a lot of programs they may all be trying to load at boot and make your system a little unresponsive and sluggish as they use resources in the background.

Typo there. The memtest result had no errors after three passes.

I have hardly any programs installed, mostly just drivers I downloaded. Its a fresh install. During the install process my mouse was jumpy.

My primary mouse is a Razer, but swapping to a simple mouse didn't seem to change anything.

I discovered some more information that might help.

I plugged a non usb mouse & keyboard (I forget what they're called) and they work just fine. So I've been able to look around my computer much easier now. (With just the USB equipment it was almost impossible)

I also plugged in speakers. Then I noticed my computer kept making the "de-dum" "dum-de" sound you normaly hear when you plug & unplug a USB device. But it constantly makes the sound. I looked in the Device Manager and the sounds seemingly correspond to some items there appearing and disappearing.
Under "Human Interface Devices", it cycles between only showing "USB Input Device" to showing "HID Compliant Device" listed twice, and "USB Input Device" listed three times.

Also frequently when I plug in a mouse to a new USB port, a windows notification will appear saying it is installing a driver.

All this is making me think there is an issue with drivers staying in effect or the stability of my motherboard's USB controller.

I might end up RMAing my motherboard, but if anyone could help me solve this problem before I do that, it would be amazing :).
