my friend has a pretty newly built computer

asrock dual sata2
2x512 mb ram
500 watt aspire psu no sure which model
x800 pro agp
im thinking its his motherboard some he purchased it open box from newegg.
i thought it was his usb messing up since i have a cousin with a messed up usb controller too but both his usb mouse freezes AND his ps2 keyboard. he also says something in the computer emits a very loud beep noise.this is during gaming and sometimes not gaming. happens overclocked and at stock speeds.
any help?
