USB Mouse and PS/2 Keyboard not getting along

Okay, I need some help on this one. My parent's PC is giving me problems. Basically, if the mouse (USB) is plugged in when the system boots, the keyboard will not work in Windows. However, if the mouse is disconnected while the computer boots the keyboard works just fine. I can then plug in the mouse and it works as well. Obviously, something isn't quite right here.

I have tried every combination of USB and PS/2 BIOS settings I can find. It is running AMI BIOS dated 8/17/00. In the BIOS there are two USB settings: "USB Enabled" and the sub-setting "USB Keyboard/Mouse." If I enable the master USB setting, the mouse will work (after boot up). If I go one step further and enable the "USB Keyboard/Mouse" toggle, the machine hard-locks while Windows is loading--every single time.

I'm looking for any suggestions as to what could be causing this problem and how I might go about fixing it. I'm running Everest on the PC so I can gather any information you might want about it. To the best of my knowledge all drivers are up-to-date. Incidentally, their USB printer is connected 24/7 and does not interfere with they keyboard at all (so I don't know if it's a USB problem or not). I've tried different mice and keyboard combinations with no change. I have tried using USB->PS/2 adapters and with those the mouse is not recognized at all. I do not have any "real" PS/2 mice to test with (lest I go purchase one).

System information follows:

The PC is running Windows 2000 Pro with the latest service pack and all critical updates installed.

Note: I know the system is old. They don't use it very much and when they do it's for checking email and surfing the web. I've tried to get them to upgrade slightly, but they aren't interested unless they have to.

The "USB Keyboard/Mouse" should be disabled. That is so USB input devices can be accessed in DOS. The keyboard is ps/2 or USB?

The keyboard is PS/2. I do leave the "keyboard/mouse" option disabled. I just wanted to note that with it on the system hangs, in case that would help shed light on the problem.
