If you have a plain windows system, any way to track when it was used and what went on it w/o special software ?

Nope.

Edit: Check your event log, it may tell you what time it was plugged in if there's any record of new hardware being detected and added. Though there won't be any logs of what sekrit filez were stolen from your PC .
