USB Keyboards don't work until Windows boots

I have a bit of a strange issue. All of my USB keyboards (Logitech G10 and Saitek Eclipse II) do not work on my Windows XP Professional system until Windows actually loads. This means I can't get into the BIOS unless I plug in an old Dell PS/2 keyboard. Not too much of an inconvenience, but annoying nonetheless.

Once Windows loads, the keyboards work just fine. Any ideas?
 
If I get one of those USB -> PS/2 adapters, would that help? I used to have a bazillion of them, but they were lost somewhere along the way.
 
That is not unusual. I have a Dell 8200 that works the same way
So if I need to be in BIOS or do a Ghost restore, I need the PS2
keyboard

I don't know. I have a PS/2 and USB combo keyboard. I know that would work.
 
There should be a setting in the bios called "legacy USB". I believe this case is exactly what this is supposed to correct.
