USB Keyboard & Mouse in WinXP after installing new hardware on IT7

After seting this bad boy up I was pretty happy with the overall outcome. Can't wait until my gf4 comes so I can really reap the benfits. While waiting I have been looking through my boxes of old parts, anc came across a pci graphics card better then the one I installed originally (still crappie, but 16bit color at 60Hz was starting to give me a headache). So I threw in the new card, started her back up, and all was going right with the world, until the Windows XP splash screen started up. While windows was starting up, it turned off my usb keyboard and mouse (lights went off), and when the login screen appeared i couldnt login. I tried just about everything under the sun, but the only thing that worked is popping in the WinXP cd and repairing the installation. Has anyone else had issues like this? I really don't want to go through this everytime I add new hardware.
