usb keyboard and mouse work during bootup but not in OS?

my usb mouse and keyboard work during bootup in order to get into bios but don't work in the OS (red hat 9 and win xp). they only work when they are plugged into the pci to usb card and not the usb ports provided by the motherboard. the only problem with that is that when i plug my keyboard and mouse into the pci to usb card, i cannot access bios or choose which OS i want to run during bootup

ok. i noticed those usb plugs on my mobo werent being powered while in windows but they are powered during bootup .why?

does anyone know why? it looks like my usb controller isnt recognized in window, although it used to work.

Did you look in Device Manager to see if the OS is infact detecting the USB devices?

it detects it but says "no drivers loaded" and cant find any drivers for it. its weird cuz ive had this setup for 6 months but it stopped working 1 month ago. usb port still works fine during bootup. just doesnt work in windows.
