USB is not powered on

hi guys! i have a vpr-matrix and i seem to having issues with my USB controllers. I use an Alcatel USB dsl modem, and it is completely working yet there seems to be issues in which my computer randomly decides not to power the device when it's plugged into. im not sure if this is a software issue or hardware issue. but when i sometimes boot up my winxp computer with the modem plugged in using USB, the modem does not power on, and other USB devices also dont work. Yet if i dont plug any USB device it the system while boot-up and i plug it in during Windows Run-time, the USB devices work. anyways, has anyone heard of any issue like this before? i am just struck - cause i think my computer has a mind of its own :Q[don't u ever that feeling sometimes?]

At work, we used to install cable/dsl modems. The providers asked us to start using the usb port on the modems, to save having to install network cards. They ended up getting more call backs because the usb would keep losing the connection. We ended up going back to using network cards.

well the problem is - im not just having problems with my dsl modem, i am having problems with all USB devies that connect to those ports on my computer. the USB ports just dont function much less power those external USB devices. when i plug any USB devices into my computer, Windows sometimes doesnt even know that there is a device plugged into it. i have to end up turning off and on my computer several ---- i mean SEVERAL --- times to finally get the ports to function. does anyone ever hear of such USB problem? are there any software that can diagnose my USB ports?

well im just stuck! been opening my computer and cant find a single problem at all! it's not my lucky day:brokenheart:

How many devices are you using and what are they? How many have their own power and how many use the power from the motherboard? Is there any one device that the system will boot properly with?

i right now am using only one USB device, that is an Alcatel USL DSL modem (it has to get power from the motherboard) [i used this modem on my last HP computer and it worked fine and dandy] i know it's not a modem problem, because i tested my USB gamepad on the back ports USB ports on my computer and it wouldnt turn on at all (the ON indicator light will not show)... but right now - only one device is plugged into the system - the modem.
