USB Hub problem

When I first installed Windows XP I had trouble configuring my ms ff wheel in Grand Prix Legends. It worked in the control panel but not in the game. I t would not configure. I uninstalled the wheel and reinstalled it and it worked fine. Every once in a while I would get this error saying there was a power surge on the usb and I might have to restart the computer to re-enable the device (wheel). Today I was unable to configure the wheel again in GPL. I uninstalled the game, the wheel software and did a restore all with the same result. I then took the wheel off the USB hub and put it in the main port. Right away it worked. I am using a Belkin 4 port hub. I guess these things are cheap. Anyone ever heard of something like this? I thought it was becuse I was running the fsb at 140. I backed it back down to 133 and got the same result. Now all is well and the wheel is in one of the two main ports.
 
I had that problem with a USB mouse. Everything else has worked fine with the Belkin hubs, including a USB printer whose mfg. says it won't work well from a hub.
