USB HD boot

I want to boot from a USB HD using a DOS disk, well actually a boot disk from windows 98SE, I do not know how to accomplish that, I would really appreciate that, because someone already did it and he doesn?t want to tell me how.
 
I already check that but I can not make any one of the files that I tried there to be recorded in the FAT partion in the External USB HD. any idea?
