did a search and couldn't find this. I got to play with one of these that my friend owns and it it awsome. You can plug in any usb thumb drive, including mp3 players like the shuffle, and it will find the music on it and play it. Or it has a minijack so that you can plug a mp3 player or a dvd player's output into it. Very cool.

A cop friend of mine is who originally showed this to me. Their cop cars come with a radio and that is it, no cd no cassette. He uses it on a daily basis and loves it. I've played with it and have yet to have any of the static that the review talked of.

I have owned the VRFM8B for 8 months or so. I bought it from Costco for 24.99. This thing works great. I use it everyday in my 60 mile roundtrip to work. The model I have is the VRFM8.
There are 8 channels to pick from. Four at the lower end and 4 at the upper end of the FM band. Just pick the one that has no broadcast on it and set your FM radio to that frequency. There is also a 3 ft audio cable that lets you connect your iPod or other hard drive MP3 device to the modulator.

Here is a link to the company's website for these FM Modulators. Roadmaster FM Modulators

edit:
I would like to mention that Walmart is selling the VRFM7, which is the second generation of this device. I have the VRFM8B and there is also a newer VRFM9 which I have yet to see. I have also seen the VRFM7 for sale at Target.

I was reading the manual to the newer VRFM9 and it has an LCD display for seeing the artist and file name which wasn't available on the earlier models. It also has an SD slot as well as the USB port and the audio input.

edit:
I was just reading about the manual on the VRFM7 that the OP posted and I am pretty sure this one only reads MP3 files and not WMA files. There is a VRFM7W that reads both types of files but the Walmart part # on the website indicates it really is the older version. The VRFM8 and 9 play both types of files.

I got the same model at Costco B & M for less than $9. We use it to run audio out of the headphone jack on the laptop and into the cars speakers then set the balance to the rear while the kids are watching a movie. The 14" laptop is strapped to a carry case between the fron seats. Works great.

I had one until it migrated to my daughter's car. Worked very well...much better than the Belkin device...and doesn't need batteries.

One nice thing is the built-in player that allows you to play mp3s on USB memory sticks. Good use for those 32MB sticks that you can get from promotions!

One operational caveat: If you have the cord plugged into the device, even if there is no mp3 player attached, the USB sticks will not work. Took me a few minutes before I figured that one out.
