usb flashcard reader works with one cf card, but not another?

I have a 8 in 1 reader. When I put a 32meg cf card in, it read it fine. But when I put my 128 meg card in, its light flashes on and off, and windows doesn't recognize anything in the drive. But the 128 card works fine in my camera. Does the reader have a problem, or is there some incompatibility between the reader and the 128 card?

check with the manufacturer first, maybe there is a firmware update. try from another PC. Try formatting the card from somewhere, maybe even the camera. Try another card.
