usb flash drive ....how do I need to format this?

All of the larger ones. At least the 4 and 16 GB versions I have are formatted in Fat32.
Every time I plug one in I get please insert last drive of multi disk set.

Is this because they are formatted as fat32 or ???
The 16 gig is new and only has 240MB of data on it. This is when it started this stuff.

If I remember correctly the 4 gig stated this when it had about 2.5 gigs of data.

 
that sounds like an error from an archiving program, not a windows error message. Sounds like some sort of software error.
