USB failure on boot

I built a new rig but for some reason, the system won't recognize the USB hub unless I unplug and re-plug it in after the system boots. I've reinstalled all the drivers but have not yet flashed the BIOS. I've tried two different USB hubs -- once I unplug the hub and plug it back in, it's fine. Curiously, if I plug the devices directly into the USB ports on the system, all is OK. (I use the hub because it's a long stretch for the mouse and printer to plug directly into the system.) The hubs are older USB 1.1 Belkin units, although that shouldn't be an issue. Any thoughts?

Here are the key system specs:

MSI 865PE Neo2-P mobo
P4 2.8Ghz
1 GB Kingston RAM
ATI 9600+ video board
120GB Seagate SATA drive

PROBLEM SOLVED. The system just didn't like my old USB hubs. When I installed a 2.0 hub, it worked fine. Thanks for your thoughts, though.
