I'm not sure what it's called exactly but I want to create a bootable USB drive that is an bootable OS itself (preferably windows 7). Within this bootable USB OS, I want an antivirus/malware tool to fix the affected PC. The drive should also have various other useful tools necessary to fix a non-bootable or unusable PC, test hardware/memory diagnostics, ability to create, delete, format or resize partitions, and do data backup.

Am I asking for too much or something like this already existed?
 
Couple of options, just have to take the time to read, download, build and test them

There are few different installations that use the term Boot form USB Drive.

Make a Bootable USB Drive that has on it the basic material that is needed for further installations.

Like making an Install Windows disk to install Windows on a computer from a USB Drive instead of a DVD/CD

Please note that just copying a Boot DVD/CD to a USB Drive does not make it Bootable. It has to be installed by one of the above to be a bootable Media

While running a full installed of Windows from a USB Drive sounds great, take into consideration that USB Drives are so slow that it would take minutes to Boot the OS and after Booting every thing would be very Sluggish too.

One can also build a faster version that can run Windows (PE) with pre-installed Apps on a Bootable USB Drive. It would not boot a whole Windows Installation but would include Apps that can be used from the USB after Boot.
