USB devices initialize slowly at boot

The title pretty much sums it up. When I boot, my USB devices take several minutes to start working. Now, it's not all of the devices, only some of them. Doesn't matter what port they're plugged into.

There doesn't seem to be any rhyme or reason to it. Right now it's my keyboard and my UPS that are doing it. The keyboard is especially frustrating because I have to sit there staring at my login screen for several minutes before the keyboard initializes. A PS/2 keyboard works fine, though. At one point it was the USB wireless adapter that was doing it, wherein I would log in and be unable to get online till my computer decided to recognize the adapter.

I've reinstalled the motherboard drivers to no effect. I've tried different USB ports. I'm not really sure where to go from here. It's got to be some sort of software issue IMO; my keyboard works fine in the BIOS. Any ideas would be appreciated.
