USB: devices connected to usb won't work on boot up

Anything usb won't work on boot up, if I unplug the device and replug into the same port once it is booted up, it is automatically recognized- even though it didn't a second before. Mobo is a biostar m7ncd and had a clean windows xp home load a week ago. If I plug into a usb 2 pci card and boot, all work fine, so its only the mobo usb headers. Sometimes the mouse will work anywhere on boot, sometimes not. I have no error marks in device manager under usb. If on boot a device doesn't work - say a wireless usb adapter, I get the error mark on that device - unplug then replug and works fine.

I have no idea where to start here, suggestions welcome.........
 
Remove everything USB in the device manager and reboot. Let Windows redetect the ports and install the drivers.
