hey is there any kind of device where you have a shell with a usb cable and inside the shell you can attach an actual pc hard drive and run it as an external? I was thinking of putting that on a laptop that I buy, since hard drive prices are so cheap for PCs.

Yup, there sure is. It's called an external hard drive enclosure. They often come with firewire connectivity too. Newegg.com has'em, Amazon has'em, plenty of places have'em. You can even check on our Hot Deals forum to see if there are any good prices going around (there was a nice one for $20 like lsat week)

Edit: You can find them in various varieties--for laptop HDs (2.5? i forget the size), for desktop HDs (3.5), and even for CD-drives (5.25). Just note that the 3.5 & 5.25 varieties usually require an external power cable.
