USB defective on motherboard, why also affect USB on PCI card?

Hi,

I have a motherboard which probably has something defective in the USB ports. As mouse or USB key are not recognized either by WinXP or Linux. Under XP, unplug + replug the mouse and XP detects it as "Unknown Device".

Of course all components work OK (mouse, USB keys and the PCI card) on another computer.

I tried an external PCI card having 4 USB 2.0 ports. This card is not working either. What is the problem?

EDIT: Correction, under Linux (Ubuntu 9.10 x64) the USB ports on the PCI card works OK.
