USB causing excessive cpu interrupt requests.

I've got an EMachine with an Intel D102GGC2 socket 775 motherboard running Windows XP Media Center. At all times (even in safe mode) 40% of the CPU is being utilized. I've traced the problem down to excessive cpu interrupt requests. Disabling the onboard USB solves the problem. However, I then have no USB. So I installed a PCI UBS 2.0 card but the problem came back (even with no USB devices plugged in). My only idea is to reinstall Windows but I don't have recovery disks or an XP Media Center CD so I would have to go with XP Pro (will the media center license work for Pro?). Any other ideas?
