USB camera problems

When I start up the computer, my card readers immediately show a status of "Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)" Therefore, I cannot use my card readers to transfer pictures from my camera to my computer. I try hooking up the camera itself to the computer, but the computer doesn't detect the camera. However, my USB printer and webcam are working. Does anyone know how to fix this problem (My warranty has expired and the manufacturer won't provide me with technical support anymore 🙁)? Thanks.

Edit: I just found out that the computer actually does detect the camera, but when looking up the status, comes up with the same error code (code 19).
 
Go to Device Manager and remove the reader from the system. Physically remove it as well. Then, reboot. After all is settled, hot plug the reader. You should hear the two chimes indicating "I found it." XP will deal with it. Then slip in your media.

 
Try it with a different reader. If it works, you have a bad one - replace it.
 
did you try with different usb ports? some ports might not work well either on the front or on the rear of your PC.
 
Before taking the drastic reinstall Windows step - go into BIOS and check every setting involving USB ports.
 
OK - first try uninstalling your USB controllers in Device Manager. Then reboot and let Windows find "new hardware" and reinstall them.
