USB camera on a network problem

I have a usb camera on computer 1 and it works just fine. I have it installed on the network and it can be seen on the network by both computers.
I can not get it to run from the remote computer. When I click on its icon on the network it does nothing. Then the desktop reinstalls all its icons and then all is just like the computer had been reset. I can use most any thing from either computer such as looking at PDF files and using a printer.
I would appreciate any help with this problem.
