USB buffer in windows?

I have an old 800 mhz laptop and an external usb dvdrw drive, and the laptop only supports usb 1.

For dvd playback, most apps don't play too smooth, but one works pretty well (an older version of powerdvd that was bundled with the drive). It still gets some skipping though, I was wondering if there is something to adjust like a usb buffering/read ahead option to get totally smooth playback?

I know I can rip the disc and then watch the image from the hd but I'd like to know how to just play the dvd
 
USB is irrelevant (although it is what's causing your higher latency) in this case, each player has their own buffer regardless of the transport in use so you just have to find it and adjust it if the app lets you do that.
