USB Bluetooth recommendation

I'm looking for a bluetooth dongle to connect various wireless bluetooth devices (cell phone, wireless controllers, etc) to my PC, all within 10 ft range, and hopefully something within $10.

Questions:
- I know a good bluetooth dongle will support multiple bluetooth devices, but can I buy multiple cheap $1 bluetooth dongles and use them all at the same time on my pc by pairing a single device to each dongle?

- From skimming online, it seems that Bluetooth 4.0's the least powerful version sacrificing performance for lower power usage, 3.0+HS's the most powerful version at 26 Mbps, and 2.0's somewhere in the middle but with very cheap class 1 dongles -- are these assumptions correct?
