USB bluetooth power always on

I bought a USB bluetooth adapter.
It has an LED that blinks when it is on.
The problem is it gets power even when I turn off the computer if is plugged in when I shutdown.
If I plug it in when the computer is off, it doesn't get power.
I have an ASRock 970 Extreme 3 mother board.
What should I be looking for in the BIOS?

something under Power or USB settings, on my Intel board it's under USB settings "portable device charging" I turn it off.
Also try a different USB port.
