USB and Program Error problems

OK I recently (2 weeks ago) installed a new Abit KT7 with Athlon 750 cpu, using my old Western Digital 3gig hard drive, 128megs RAM, 8megs VRAM Matrox Millenium video card. I'm running on Win98 and so far my only problem is that the computer would not recognize my USB ports and now on top of that problem, all of my programs seem to randomly have Program Errors including everything from Internet Explorer to AOL Instant messager, I ran scandisk and it found several errors at first but nothing recently and i still have the problem with the program errors.
