USB and audio ports aren't recognized until I restart

I'm not sure if this is a motherboard, case, wiring, or Windows 10 issue, but with the PC I recently built, when the PC is first turned on, only the keyboard and mouse work. The USB-tethered aircard and the speakers won't work until the PC is restarted, then everything is recognized. I've checked the device manager and everything shows to be working before and after the restart, but for some reason, the USB and 3.5mm ports don't show anything is plugged into them. I've tried both the case ports and the motherboard ports and I get the same results.

Any ideas?

Check your BIOS to insure legacy US is supported at the outset.

So if they word after a restart, do they ever stop working again? If so, do you notice any triggers?

From my understanding, once they are detected, they work until the PC is shut off. The bad part is that the PC is at my parent's house so I can't access it until I go over there and since they have limited Internet with their aircard, I'd like to get some insight before I make the hour-long drive. I've never had this many issues and it's my first experience with Windows 10, and I must say that I regret not grabbing Windows 7. Windows 10 has been a major pain in the ass since the day it arrived at my house.

Since we only know what makes it start working, not what makes it stop, the best thing I can tell you is to ask them to watch out for this, and make note of a time or event if they can. Then you can use the event viewer to narrow things down when you get there.
