USB 3 issues

I recently built a new Ivy Bridge system and I am having trouble with my front panel USB3 ports. My motherboard is an Intel DH77EB and my case is a Fractal Design define R3.

If I plug in any USB device to the front panel USB 3 port Win7 64bit gives me an error stating "Power Surge on Hub Port". I borrowed an Asus front panel USB3 cable assembly from a friend and it worked properly. Fractal Design sent me a new front panel cable assembly for my case and I also get the same error with it.

Rear panel USB3 ports seem to work fine and all usb2 ports work great.

What can be causing this? Using the Asus front panel assembly tells me that the issue is not the motherboard and the replacement Define R3 front panel assembly tells me that it is not my case. I know that it must be one or the other.

How can I solve this issue.

tried the spare / new frount panel cable assembly in someone elses's usb3 connector ? not too hard to beleive they have a crappy batch or do not follow some spec for USB 3 connectors (ie: your friends one could be missing a pin ect).
 
I fixed it. I found that Intel had a newer BIOS available that updated the USB 3 pin outs.
Front Panel USB 3 now works correctly.
 
some thing mal functioning in cable connections in main board change another usb connector in your main board or update usb 3 software.
