Is the standard for USB 3.0 to be in MSI mode vs Legacy mode?

I understand MSI mode, thanks for the link. So USB 3.0 is standard being in MSI mode?

I've recently swapped motherboards with one that has USB 3.0, was wondering if they are all like that
