USB 3.0 external drive not recognized after bootup

Whenever I reboot my PC, my external usb 3.0 drive is not detected. It takes unplugging the power on the disk, waiting a few seconds, then plugging the power back in to where windows will now see the drive and recognize it. What is the fix for this? I'm using a gigabyte P67-UD3 motherboard with I5-2500k processor. I thought there would be some sort of delay I could select in the bios but I don't see it.
