From my laptop to a USB 2.0 portable hdd, I am getting about 15 MB/second.
    Shouldn't it be faster?

Probably not, a sustained transfer rate of 25MB/s is usually about best case scenario over USB 2.0. 15MB/s is not very hard to believe.

Depends on what you transfer. If its a lot of smaller files, 15MB/s sounds reasonable. If you want to test, download a large .iso file. Does not matter what it is so long as its 2-4GB in size. Copy it to your HDD. You should get something like 25-30MB/s... ;)
