USB 2.0 Agony with new Intel 875 mobo

I can not seem to get USB2.0 to function, at least in a "HI SPEED" capacity...

I have a 2.0 multimedia reader connected to internal headers, and a USB2.0 external HD yet neither comes close to advertised speed.

I have the most current Intel/M$ XP(pro) drivers installed as well, and tried uninstalling the Hub/UHController to no avail.

Here is an example of the error message I receive when, for instance, turning the HD on:

"There are no HI SPEED USB host controllers installed on this computer
The unknown USB device is a HI SPEED USB device and will function at a reduced speed when plugged into a non-HI SPEED port"

Arrrgh!!!!!!!!!!! I am certain the board contains USB 2.0 ports (eight, to be exact) and the HD worked fine with an older Mobo in 2.0 hispeed.
I timed the transfer of a 100MB file at 6.4 MegaBITs/Second. Pathetic!

BIOS settings are appropriate for USB2.0 and friggin' iNTEL co developed the darn USB2.0 HISPEED protocol so I am sure the board is 2.0 ready. I also can't see how cabling is an issue as the cables worked in HISPEED mode with an earlier Mobo.
