<< Im thinking of getting a DVD player to transfer movie and data on my computer. I want to put a dvd player ( 16X ) in an external usb 1.1 enclosure. Will the 11 mbps transfer rate of usb 1.1 will reduce the transfer of the dvd compare to if it was plug on ATA 100? if so by how much, (very little or alot)

Max DVD speed at 1X ~ 10 Mbps actual.
16X DVD-ROM drives ~ 170 Mbps.
Max USB 1.1 speed: 12 Mbps theoretical. Less actual.
In other words, you'll have problems even just keeping up at 1X. I'd wonder if you could even play a movie without glitches. What you need is a USB 2 (theoretical max 480) or Firewire (theoretical max 400) enclosure. I can get up to around 300 Mbps with my Firewire hard drive, but the limiting factor may be the hard drive speed itself.
