US Windows 7 OS is not supporting Chinese language fonts...

I have a Windows 7 OS that came installed on my laptop that I bought from best buy. I bought it due to spending a lot of time in china. However I use a alot of chinese programs as well and have tried to install them onto my computer. The issue I run into is that during the installation the program prompts always come up in garbled letters/characters/whatever. To give an example the prompt which would ask you to read the disclaimer and asking you if you agree to it is just a garbled mess. You cant read any of it. You just need to guess which one is agree and which one is cancel. Clicking on eithor one will run the task as normal. Once installed the program works fine and the chinese characters show properly with the exception of any shortcuts that were created. Secondly any upgrade/patches that the program wants to install will also only have garbled characters. So its not like the problem makes the program unusable its just annoying and can cause a few hindrances.

Any ideas how to fix this?
 
Ya I can type and read the chinese fonts. its really only during the installations that the fonts dont show up properly.
 
Another check is under the Region and Language control panel --> Administrative tab.

There's a setting for non-Unicode programs. That'll affect the text on installs as well. I often use Japanese program's so have a similar issue on occasion.
