Of course our government (well, maybe not Bush himself but others) knew there'd be a civil war in Iraq, which is what's required to truly convert a country from one regime to another. This allows us to limit our military involvement and let "the elements" sort themselves out. And we'll supply what's necessary to the side we want to win.
It only looks like no one "had any idea" there'd be all these mass killings, violence, etc - it's a textbook case, one country invading another and trying to establish new government, policies, etc.
