Is there any way to use an american E-Value code in canada? Even if I buy from the US and ship to canada.

If not, whats teh best way to get a sub 400$ PC?

Seeing as you're in BC, you should be able to build something from NCIX pretty cheaply, and being local you can avoid their ass-poor shipping. 😛

Canadinas really get screwed when it comes to good deals. US gets about 10X as many deals that are about 10X as good. 🙁
 
I don't believe you can ship from Dell.com to Canada. But you can ship to Point Roberts and pick it up from there.

You can also try http://www.thelettercarrier.com/ and get them to forward the package to you. As said above, read up on RFD for more opinions of people who have done the same thing.
