URGENT!!! Problem with CUSL2-C Mobo

i have a problem w/ my motherboard. And i have no idea what happenned. My cpu fan doesnt spin on the motherboard anymore and the fan connected to my geforce3 fan doesnt spin. I think my mother board isnt getting enough power...but the green light on the mobo is on. I have a ennemax 300w power supply and have been using this machine for about a year. It was working fine until i opened my case and installed a new cdrom. The only thing i remember taking off the motherboard was the power switch, reset, etc. I need help asap...
 
i have another question too. If i turn on the mobo w/o my cpu in it, but my video card in, should i still see the bios?
 
2nd question should be NO, not sure about the first question.... do you have a 3pin - 4 pin converter to check if the fan is not dead ?? Also try to remove everything, make sure heatsink is seated and clear CMOS, check the manual for that magic non-jumper and try putting everything back... very weird...
