Are you trying to transfer funds from paypal to a bank? No that is not instant. All that they can do instant is if you are sending money to someone and you want the money to come from the bank account.

When I've done it in the past it was completely free with the basic account to transfer money from PayPal to my bank account and it took 2-3 business days.

Like stated before, 2-3 business days. If you're using Paypal as the middle man, that's the cost you have to pay (the transfer itself is free, the time is not 😉).

If he has a free Paypal acct., and your free Paypal acct. sends money directly from your bank acct. as a source of funds, he will receive it instantly. However he won't get the money from his Paypal acct. into his bank acct. instantly.

Only other "instant" method I can think of is Western Union/Moneygram.

~$20 usually would be the fee at both ends.

Best bet would be to pull the cash from your bank, go to Western Union and wire it.
