System spec:
Athlon XP 1700+
ECS SiS735 mobo
ATI Radeon 7500
IBM 40GB HDD
HEC 300W PSU

After installing the ATI driver ver. 7.72, the PC failed to boot into Windows XP, the system simply halted with the LED of the monitor turned from green to orange (after going through the part with Windows XP logo).
Why is there such a problem?

Thanks in advance.

I would remove the video card, boot halfway, and then install the video card again and boot. Your computer doesn't like that driver for some reason. If removing the card doesn't work, just clear the CMOS using the jumper on your motherboard.

There's no onboard video on that particular motherboard that I'm aware of but have you also tried booting from "Last known good configuration" ?

IF you do get it to boot then there are a few suggestions you can try , one is roll back the driver so that it loads the previous driver , also try un-installing the newer driver that is giving you problems either one should work .
